The COVID-19 pandemic has fueled racism, stigma, and misinformation, leading to increased discrimination and violence against ethnic and religious minorities. In response, the Carnegie International Students Institute (CISI) is launching the International Students’ Student Aid for Emergency (IS SAFE) Fund to provide direct support to international student victims and their families affected by violence driven by racial discrimination, prejudice, or hate.
Studies show that international students are at higher risk of experiencing sexual abuse, assault, domestic violence, intimate partner violence, stalking, coercion, and other forms of gender-based violence. The IS SAFE Fund aims to help victims and their families rebuild their lives by offering both financial and psychological support in response to these human rights violations.
Who We Support
CISI provides direct support to vulnerable international students who are victims of violence. Eligible recipients include F-1 or J-1 visa holders currently studying in the U.S. or their family members who have experienced acts of violence. Grants of up to $3,000 are available to help lessen the impact on their work, studies, daily life, and mental health.

Applicants must complete the IS SAFE Emergency Aid Fund Application Form online. If you have any questions, please contact the CISI office—we're here to help. After submitting the form, a CISI staff member will follow up and may arrange a video call if needed.
Disbursement of Funds
CISI reviews each application based on the individual’s experience and financial need. Priority will be given to applicants with urgent or special circumstances. Approved aid will be issued by paper check and mailed directly to the applicant or their authorized representative.
